The Women2030 programme is led by a coalition of 4 women’s rights and gender equality organisations (WECF, APWLD, GFC, WEP). Our goal is to build capacity of women’s and gender civil society organisations (CSOs) and engage them in the policy processes of Agenda2030, its corresponding Sustainable Development Goals (SDGs) and the Paris Agreement on climate action. We collaborate with local partners by facilitating participation in policy development and monitoring, mobilize citizen’s support and sharing of best practices.

As part of the programme’s activities, the Women2030 country partners have produced alternative reports to the Parties’ Voluntary National Reviews (VNRs) on the state of the implementation of the SDGs. The reports are based on desk research, multi-stakeholders’ consultations and the partners’ own gender assessments, and are used as advocacy tools in different policy processes (High Level Political Forum, Commission on the Status of Women…).

The Women2030 coalition is currently looking for an external consultant to support us in the production of a joint shadow report in 2020. The joint alternative report aims to reflect on the structural barriers faced by grassroots groups, women’s groups and communities, progresses and recommendations on the implementation of the Sustainable Development Goals, based on the country reports and regional analysis from each of the co-applicants.

Responsibilities of the consultant

The consultant’s role will be to:

• Review the countries’ shadow reports (35-37) as well as the regional analysis (4) provided by each co-applicants;
• Organise bilateral calls / meetings with the co-applicants and possibly country partners, to get more insights on their involvement in policy processes and gather additional input when needed;
• Draft a global report of about 25-30 pages, including on policy processes reviewed, structural barriers, progresses on the implementation SDGs and recommendations from the civil society under the Women2030 programme;
• Organise an editorial meeting / call  with the co-applicants once the first draft is completed;
• Edit based on reviews and deliver the finalised joint shadow report;
• Draft an executive summary of the report;

Eligibility criteria

• Strong affinity, knowledge of, and experience working with feminist approaches and with women’s rights movement and other social movements
• Relevant work experience on international programmes with development organisations, most particularly with gender equality and women’s rights organisations;
• Knowledge of current state of international policy processes, particularly Agenda2030 (SDGs), Beijing Platform for Action, and the Climate Convention (UNFCCC);
• Knowledge of other related processes and issues such as SRHR, forests, biodiversity, energy, trade, etc. and interlinkages with gender equality;
• Strong writing and communication skills in English. Knowledge of Spanish, French, Russian and / or any other language is a plus

• February 2020: Signing of an agreement
• March-April 2020: Work on a draft version of the joint shadow report
• 17 April 2020: First draft of the joint shadow report ready
• End April 2020: Editorial meeting / call
• End May 2020: Final version of the joint shadow report
