What we do
The TEAD programme (Trainings for (women) Energy Auditors & Technical Designers in Ukraine), which officially started on February 1st, was initially supposed to support the implementation of the Energy Strategy of Ukraine through facilitation of the country’s efforts to increase technical capacities for performing energy audits, as well as better (energy efficient) technical designs. All implemented with a gender lens. Inefficient use of energy, combined with highly subsidized energy prices and ongoing political challenges, called for an urgent and steady reform within the sector. There was a definitie need to improve energy efficiency and enforcing the country’s energy policy. The TEAD programme therefore supports Ukraine’s decision for full integration into the European energy framework, principles and practices and implementation of all commitments underlined in the EU- Ukraine Association Agreement and the Energy Community Treaty.
But then everything changed on February 24, when Russia invaded Ukraine. The ongoing war poses serious risks to the lives and health of people in Ukraine, bringing severe environmental health risks, while also affecting Ukraine’s biodiversity, ecosystems and natural resources. The war also shows the enormous importance of energy efficiency and energy independence as a way to support democracy processes and democratic tools in Ukraine. Russia’s invasion emphasised the double urgency to transform Europe’s and Ukraine’s energy system: ending the EU’s dependence on Russian fossil fuels, which are used as an economic and political weapon and cost European taxpayers nearly €100 billion per year, and tackling the climate crisis.
Focus areas
The overall objective of this project is to contribute to the improvement of the quality of energy audits for all end users by locally trained energy auditors, and to make sure women are equally involved in this process. Energy audits will then be used by technical designers for the successful implementation of Energy Efficiency programmes for both residential and public buildings as well as for industries and SMEs.
Our main role within this programme is the creation of a regional network for energy auditors and enhancement of the women’s role when it comes to energy auditing and to establish partnerships with local authorities, professional associations, NGOs and women’s organisations.
We will promote the inclusion of women in the energy audit market sector and provide assistance to women energy auditors to act as career ambassadors for women in the energy sector, and support on advocacy and outreach towards employers, local and central authorities, higher education institutions, VET institutions and other stakeholders;

Development (MCTD), the project is carried out by a consortium led by Kommunalkredit Public Consulting GmbH (Austria), with partners: Danish Energy Management A/S (DEM Denmark), Integration Umwelt & Energy GmbH (Germany), E7 Energy Market Analyse GmbH (Austria),
AENOR International SAU (Spain) and WECF e.V. (Germany).
The project team is led by Morten Søndergaard, along with three key experts: Kateryna Shyshka, Anatolii Cherniavskyi, and Chantal Van den Bossche.
