Baseline report: Advocacy training needs of Women Power 2030
In September 2024, as part of the WomenPower 2030 programme, WECF carried out a baseline survey to assess the advocacy needs and capacity-strengthening priorities of its implementing partners: APWLD, FEIM, FEMNET, WECF, and WEP.
The aim was to identify both the existing strengths and gaps within the advocacy processes, technical expertise, and organisational capabilities, and to ensure that the training activities developed would be relevant and impactful.
Key findings
The survey revealed a clear demand for enhanced advocacy skills, with many participants expressing a need for more focused training in public speaking, drafting effective policy briefs, and organising policy events. While respondents have experience in these areas, there’s a recognition that refining these skills is essential, particularly when it comes to high-pressure advocacy contexts.
The survey also highlighted significant gaps in technical knowledge, particularly regarding key EU processes such as the EU Global Gateway and the EU Gender Action Plan III. Many staff members were not well-versed in these frameworks, pointing to the need for more comprehensive training to enable meaningful engagement with these international policy discussions.
The need for organisational resilience
Another prominent finding was the pressing need for training in funding diversification and financial control. As the global political landscape shifts and traditional funding streams become less reliable, organisations are increasingly aware of the need to develop alternative funding strategies. This is vital not only for ensuring long-term sustainability but also for maintaining the independence required to continue advocating for social justice.

The findings from this baseline survey will play a crucial role in shaping the capacity-strengthening activities of the WomenPower 2030 programme moving forward. By focusing on refining advocacy skills, deepening technical knowledge, and fostering organisational resilience, Women Power partners are committed to supporting women’s rights and feminists organisations in navigating an increasingly complex global landscape and advancing gender equality with confidence and determination.
